Introduction

If you disagree with the Council Tax banding of your dwelling, you can make a proposal for the valuation list to be altered to what you think should be the correct banding. This is the first stage of making an appeal against the valuation of your property. Proposals can be made only in certain circumstances and are subject to specified time limits. The local Assessor decides which valuation band should apply to each dwelling in the area and will be pleased to answer any questions you may have. In carrying out this function, Assessors are entirely independent of both local and central government and reach decisions in accordance with applicable statute and case law.

How to lodge a proposal (appeal)

You may use the online form to make a proposal in relation to an existing single entry on the Council Tax valuation list. Once submitted, your proposal will be sent to the local Assessor, who will in turn contact you. If your proposal relates to an entry which is not shown on the valuation list please contact your local Assessor direct. If your proposal relates to two or more entries to be combined you will need to complete a separate proposal form for each property and explain this on the forms.

If your proposal cannot be resolved through discussion with the Assessor it will be referred as a formal appeal to the local Valuation Appeal Committee for your area who will hear your appeal in due course. You can continue to try to reach agreement with the Assessor at any time before the appeal committee meets to consider your appeal. If you can reach agreement, the hearing becomes unnecessary.

Please note that your proposal may be considered invalid if it is lodged outwith the specified time periods.
